Por ocasião do dia
Internacional da luta contra o SIDA que ontem se
assinalou a ONG FOCOA – Amigos das Crianças de Angola
“Friends of the Children of Angola”, representada
pela sua Vice-Presidente Tchizé dos Santos, fez
a entrega ao Hospital Pediátrico de Luanda, representado
no acto pelo seu Director, Dr. Bernardino, de um
cheque no valor de 52.000 USD.
Os fundos resultantes
da venda de DVDs e CDs, do espectáculo Enlace, produzido
gratuitamente no ano passado pela TV Globo, numa
co-produção de Tchizé dos Santos, onde participaram
vários artistas brasileiros e angolanos de renome,
foram entregues a unidade hospital de Luanda, numa
cerimónia onde foi igualmente doado um computador
com acesso a Internet e uma impressora.
A ONG Focoa tem sede na Virgínia, nos Estados Unidos
e de forma activa angaria todos os anos fundos para
serem doados a uma ou várias instituições que actuem
em prol de crianças angolanas.

Minister Praises Social Partners` Work In Favour
Of Children
Luanda, 06/15 - Angola`s Social Welfare minister,
Joao Baptista Kussumua, on Thursday here commended
the role played by the social partners in favour
of children, ANGOP learned.
The minister said so at the closing act of the third
National Forum on Children Care, which took place
on June 12-14, in Luanda, in the Congresses Hall,
under the theme "Children, Absolute Priority".
He also expressed his satisfaction at the engagement
of all organs and non-governmental organisations
involved in actions that aim at bringing about children`s
happiness, calling the attention of participants
to the importance of the reinforcement of partnerships
for the achievement of this goal.
"It is necessary that everyone continues to
develop consistent actions and initiatives with
the objective of making the child an absolute priority
and susceptible of responding to the daily challenges
and demands", he said.
Joao Baptista Kussumua said it is important to strengthen
the legal, cultural and ethical environment to favour
a healthy mental and psychological condition of
children, adding that the commitment to doing more
and better in benefit of children must be common,
mobilising willpower and means, both in private
and public sectors.
The government official pointed out four main commitments
to achieve the development of children, namely the
fight for the increase of Angolans` life expectancy
and guarantee of a quality education, implementation
of actions that aim at making children less vulnerable
and the urgency in the prevention and reduction
of HIV/Aids impact on families and infants.
Participants at the meeting were over 200 people
from all the country`s provinces, representing government
organs and social partners.
M´banza Kongo City Hosts African Children`s
Day Main Event
M´banza Kongo, 06/15 – M´banza Kongo city, northern
Zaire province, Saturday will host the main event
of June 16, African Children`s Day, ANGOP learnt
from official source.
According to the programme distributed Friday to
the press, a multi-sectoral delegation of the central
government led by the minister of Social Welfare,
Joao Baptista Kussumua, will arrive at the venue
on Saturday.
The delegation comprises of the minister of Justice,
Manuel Aragão, among other individualities with
the department of the National Children`s Institute
(INAC), including the Ambassadors of DRC and Congo
Brazzaville.
According to the programme, the National Children`s
Institute (INAC) will seize the occasion to launch
a report on the "Impact of witchcraft charges
against Children in Angola, an analysis in the human
rights perspective".
During their stay in the ancient capital of the
Kongo kingdom, the members will visit several historic
sites, including the ancient "Kulumbimbi"
Cathedral (the first one built in the sub-Saharan
region), the Museum of the kings of the Kongo kingdom,
the tomb of madam Ana Apolónia, the Mission of Capuchinhos
priests, among others.
The delegation is expected back in Luanda on Saturday.
Writers Union Host Children`s Books Exhibition
Luanda, 06/15 - A children`s book exhibition in
the light of the African Children`s Day celebrations,
June 16, happens at the Angolan Writers Union, to
enhance kids` interest towards reading.
According to the project`s coordinator, Maria Aline,
the exhibition is a part of plan that started in
2002 called "Reading is a Habit", and
aims at making minors familiar with Angolan children`s
literature, encouraging parents to by books, as
well as contributing to the creation of libraries
at schools.
Under the motto "Everything with affection
to Children", about 600 books of Angolan writers
like Dário de Melo, Maria Eugénia Neto, Ana Maria
de Oliveira, Maria Celestina Fernandes and foreigners
have been put up for sale.
Organised by the "Ndenguelândia" children`s
radio programme, the exhibition will remain open
for 24 hours for children and other guests.
Cultural activities include children`s competition,
books and discs selling, offering of soft drink
and literary works.
Government Launches Professional Training Project
Wako Kungo, 08/11- The "Angola Jovem"
project designed for the professional training and
increase of self-employment for youths, was presented on
Friday, in Wako Kungo district (coastal Kwanza-Sul
province) by the Deputy Minister for Youths, Gonçalves
Muandumba.
The project to be implemented nationwide, will benefit
about 10,500 youths aged between 15 to 30 years, in
accordance to the goals and expectations of each
province.
With this initiative, the Angolan Government wants call
the attention of the society on the importance of
solving the problems of youths, with highlight to the
first employment.
Apart from other officials, the National Director of
Youths, Cardoso José, and Mário José Correia,
representative of the National Youths Council, attended
the launching ceremony.
Health Ministry Launches "2006 Civic Agenda"
Luanda, 08/04 - The Angolan Health
Ministry recently the "2006 Civic Agenda", a document
that calls the attention of citizens on the need for a
joint work viewing a better quality of life, through the
strengthening of the civic consciousness.
The agenda says that "malnutrition is a public health
programme that mainly affects pregnant women and
children below the age of five, capable of causing
irreversible injuries in the physical and mental
development of the children".
Apart from advice on public health, the manual includes
the Electoral Law, with the aim of informing about the
rights and duties of each citizen with regards to the
forthcoming elections in the country.
The "2006 Civic Agenda" was elaborated by the National
Public Health Department, together with some of its
partners, namely the Mosaiko Cultural Centre, United
Nations Children`s Fund (UNICEF), United Nations Fund
for Population (UNFPA) and the World Health Organisation
(WHO).
Cunene: Over 19,000 Children Vaccinated Against
Polio, Measles
Ondjiva, 08/04 - Around 19,780 children
from zero to five years old were vaccinated, in the
municipalities of Kwanhama, Namacunde, Kahama and
Ombandja, in the southern Cunene Province, during the
second phase of the campaign of vaccination named "Live
life with health", running all over the country.
According to provincial supervisor of the Wide
Vaccination Programme (PAV) in Cunene, António Sanana,
the number of vaccinated children went beyond the
expectations due to the efficient mobilisation of the
community.
The supervisor explained that contrary to previous
campaigns in the province, this one included besides the
vaccination against polio, were also vaccinated 17,334
children against measles, 17,l 116 children were
immunised with vitamin "A" and other 15,574 of them were
parasite cleansed.
Children Institute Outlines Measures Against Witchcraft
Charges
Luanda, 08/03 - The National Children Institute (INAC)
is as from Thursday in Luanda running a workshop on the
impact of witchcraft charges against children in Angola,
meant for the drafting of a national plan of protection
of kids.
The workshop follows a study on the impact of these
practices against children in Angola, with a view to the
protection of human rights, run by INAC, on support from
UNICEF, Social Welfare Ministry and other institutions
that work for children.
According to the study, the charges against children
recorded in Angola since late in 1990, are a recent
phenomenon without historic records in the traditions of
local peoples.
The phenomenon, the study further states, comes as a
result of the transformations of the family structures
and of the meaning of family relations and of the
multi-linear ties and their connection with children
care.
According to the study, most of the cases of charges
against the kids constitute a justification culturally
accepted by the family and the community and seeks to
softens the impact in the act of abandoning a child.

sapatos, foi esse o espírito que norteou à “Z|E
produções”, a organizar uma série de três espectáculos
musico-culturais sob o signo “Droga Diga Não”.
O primeiro dos três, aconteceu ontem na Marginal de
Luanda, o próximo será no dia 22 do corrente na Restinga
do Lobito, província de Benguela e o último concerto
acontece dia 28 de Julho na cidade de Cabinda.
Com o largo defronte ao Banco de Poupança e Crédito a
registar uma moldura humana considerável, o mega Show
reuniu a nata da música angolana, com realce para o
Embaixador da música de Angola Barceló de Carvalho “Bonga”,
Carlos Burity um dos expoentes máximo do Semba, a
conceituada Banda Maravilha, os o2, SSP, Yola Araújo, Caló
Pascoal, DJ Mania, Yuri da Cunha, Michell Divoire, uma
autêntica Byonce Knowels e outros nomes não menos
sonantes.
Visivelmente falando, foi um show de se lhe tirar o
chapéu, se tivermos em conta o nível de organização e o
prestígio de que gozam as estrelas que cintilaram na
magnifica marginal de Luanda, considerada como uma das
mais belas do mundo. Temas como “São Salvador” de Bonga
Kwenda, “Titiriti” do álbum Santamariazinha de Caló
Pascoal e “Quadradinha” de Yola Araújo, foram as mais

Todos os anos, caso os apoios surjam, a “Z|E produções”,
pensa realizar espectáculos do género, disse ao
AngoNotícias Emília Abrantes, Vice-presidente daquela
organização.
“É cada vez mais alarmante, cada vez são mais pessoas a
consumirem as mais diversas drogas, desde as mais leves às
mais pesadas o que alarma a sociedade em geral. Grande
parte das pessoas que consomem as drogas são pessoas
jovens, pessoas que deviam estar a trabalhar para a
reconstrução do nosso país”, ressaltou.
Kuito 02/07 - The Cunhinga district, 30-km north of Kuito
city, Angola`s central Bie province, needs for this
academic year at least 250 new teachers, the local
administrator, Israel Valeiro, informed today.
The administrator stressed that the education sector of
that locality has only 350 teachers, among them high and
basic technicians and teaching agents to lecture in 60
primary schools.
The official underlined also that were enrolled in the
present academic year over 30,000 students of all levels
of teaching.
Mr Valeiro expressed concern over the lack of a library in
the municipality in order to facilitate the high teaching
students.
The official guaranteed, on the other hand, that the
stationery for the first grade and standard 8 was supplied
by the United Nations Children Fund (Unicef) and the
Provincial Management of Education.
Cunene: Mobile Phone Firm Opens Agency In Ondjiva
Luanda, 02/07 - The city of
Ondjiva, the capital of southern Cunene province, counts
with an agency of the privately-owned mobile phone company
Unitel, inaugurated over the weekend, in a ceremony
witnessed by the Defence Minister, Kundi Paihama, and by
the provincial governor, Pedro Mutindi.
The shop possesses a storehouse and a 250-square metres
area for customers service. It will supply numbers, mobile
phones and other products to the public and resellers of
the province, according to the market`s needs.
The agency`s manager Jose Pacavira Narciso, said that this
branch will help reducing the difficulties facing the
clients in acquiring quality products.
Moxico: Mais de 38 mil
crianças ficarão sem estudar este ano
Luena, 01/02 - O número de alunos
fora do sistema de ensino no presente ano lectivo
ultrapassará os 38 mil, revelou hoje o director provincial
da educação em exercício do Moxico, António Manuel da
Silva.
António da Silva, que falava no acto de abertura oficial
do ano lectivo 2005, referiu que a previsão de matriculas
para este ano a nível da província é de 150 mil discentes.
De acordo com o responsável, a falta de salas de aulas e
de professores, mormente nos municípios do Alto Zambeze,
Luau, Luchazes e Lucano, estão na base da estimativa.
Para atender a demanda elevada, António da Silva defendeu
o enquadramento de mais professores e a construção de mais
salas de aulas em todos os municípios e comunas.
O vice-governador do Moxico para a área económica e
produtiva, Francisco Cambango, que presidiu o acto,
informou na ocasião que o governo vai apostar este ano na
formação e capacitação de docentes para a consolidação do
seu perfil pedagógico.
Desminados mais de cinco milhões metros quadrados no
país em 2004
Luanda, 29/12 - Cinco milhões 508 mil 285
metros quadrados foram desminadas no país, durante o ano
de 2004, pelas sete Brigadas Técnicas de Sapadores (BTS)
do Instituto Nacional de Desminagem (INAD), segundo
estatísticas divulgadas hoje em Luanda.
Das áreas desminadas, realça-se 23 quilómetros de estradas
e 202 outros do Caminho de Ferro de Benguela (CFB). Foram
destruídas também 208 minas anti-pessoal, 220 minas
anti-tanque e 697 engenhos não detonados.
Os dados foram avançados pelo director-geral do INAD,
Leonardo Sapalo, quando falava por ocasião da recepção de
cumprimentos de fim-de-ano por parte dos trabalhadores do
sector, afecto ao Ministério
da Assistência e Reinserção Social (MINARS). Para Leonardo
Sapalo, apesar dos "parcos recursos" cedidos as BTS se
conseguiu obter resultados positivos e cumpridas com as
tarefas incumbidas superiormente.
No quadro da educação sobre risco de minas, foram formados
351 sensibilizadores e sensibilizadas 9.042 pessoas entre
crianças e adultos.
Como perspectivas para 2005, foi apontada a execução da
segunda fase de desminagem do CFB-troço Luena-Luau, a
desminagem dos Caminhos de Ferro do Namibe- troço
Matala-Menongue e de Luanda- troço Lucala-Malange, das
linhas de alta tensão, barragens, das áreas agrícolas e
das vias de acesso.
Consta ainda das perspectivas para o próximo ano, o
recompletamento das BTS com mais pessoal e meios de
desminagem e a conclusão do levantamento sobre o impacto
das minas na província da Lunda-Norte, bem como a
implementação do mesmo programa em Cabinda e Luanda .
Na ocasião, a direcção do INAD exibiu um quadro de louvor
aos trabalhadores da instituição pelo seu empenho nas
diversas tarefas, tendo depois sido entregue a uma das
funcionárias, em representação dos demais.

Draw Programme To Reduce Maternal, Infantile Death
Luanda, 11/17 - A national programme
to speed up the reduction of maternal and neo-natal death
rate in the country, will be implemented soon, in the
ambit of the achievement of the Millennium Development
Goals, a source with the World Health Organisation (WHO)
said today.
For this purpose, experts and officials of the Health
Ministry (MINSA), United Nations Agencies, donors, NGOs
and other partners discussed last Friday, here, the
modalities for its implementation.
A programme to speed up the achievement of the Millennium
Development Goals on maternal and neo-natal health in the
African region was elaborated last February, and it aims
to stimulate the Member States to invest in the betterment
of a quality health service for women and children.
Huambo: Government, UNICEF
Invest Over USD 94,000 In Drinkable Water
Huambo, 11/12 - A total of 94,220
dollars were invested in the system of captation and
treatment of piped water in the district of Ekunha, 48
kilometres to the north of Huambo city, by the local
government and the United Nations Children`s Fund (UNICEF).
From the amount made available, 32,880 Dollars were
offered to the National Board of Water, in the light of
the programme of improving the supply of basic social
services to the population.
The Ekunha water captation and treatment system was
reinaugurated on Thursday by the governor of central
Huambo province, Ant¢nio Paulo Cassoma.
Ekunha counts henceforth with six fountains, while it is
awaited for the fixing of taps and water-meters in houses,
as requested by consumers.
The new captation system has the capacity of pumping about
110 cubic metres of water per hour.
The provincial chairman of the water sector, Peter
Kamermem assured that the the works for the recovering of
the water captation system of the communes of Mbave (Kachiungo),
Ussoque (Londuimbali) and of Tchicala-Tcholohanga
districts will begin this year.
Huíla:
Over 41.000 Chilldren, Women Vaccinated Against Polio
Lubango,11/8 - At least
41.513 children, women in fertile age and pregnant were
this year vaccinated against poliomyelitis, diphtheria,
tetanus and measles, under the routine campaign carried
out by health authorities in Caluquembe district,
southern Huíla province.
Angop learnt from the chairman of the local sector,
Manuel dos Santos, who informed that the campaigns were
carried out in various centres of the three communes
which make up the district.
He stated that, awareness campaigns on the importance of
vaccines were conducted by health activists, mainly in
high density areas.
Manuel dos Santos said that during this same year 33.423
children from zero to five years old were immunised
against poliomyelitis, under the two phases of campaigns
held in July and August 2004.
He mentioned diarrhoea, severe respiratory infections
and malaria as the most frequent diseases in that
locality.
Zaire:
Professores utilizam alunos como mão de obra barata
M´Banza-Congo, 04/11 - O chefe de
secção municipal da Educação em Mbanza-Congo, província do
Zaire, Manuel Raúl, denunciou hoje, naquela localidade, a
existência de professores que utilizam os alunos como mão
de obra barata para os trabalhos domésticos e do campo.
Em declarações à Angop, Manuel Raúl disse que os
professores que estão a proceder desta forma serão punidos
por violarem os princípios pedagógicos vigentes no sector
da educação ao nível do país e os direitos das crianças.
Segundo ele, estas situações acontecem principalmente
quando se avizinham as épocas das provas de frenquências e
dos exames finais, onde professores desonestos exigem que
os alunos trabalhem nas suas lavras, acarretem água e no
fabrico de adobes em benefícios próprios, o que constitui
crime.
"Quando visitamos algumas comunas de MBanza-Congo
deparamo-nos com situações do gênero, como do uso de
petizes nas lavras dos docentes, o que é anti-pedagógico",
reiteirou.
O chefe de secção municipal da Educação assegurou que o
professor só pode contar com os préstimos do aluno para
trabalhos a serem realizados na escola, caso a direcção da
respectiva escola consinta, sem no entanto afectar os dias
úteis de aulas dos educandos.
Questionado sobre casos de assédio sexual, em algumas
escolas do município, Manuel Raúl disse que apesar de a
sua secção não dispor de dados oficiais( provas),
situações de género acontecem em alguns estabelecimentos
de ensino, onde professores e directores das escolas se
envolvem sexualmente com alunas.
O responsável da Educação em Mbanza-Congo garantiu que a
sua instituição tudo está a fazer para se apurar a
veracidade destes casos e os prevaricadores serão
encaminhados aos órgãos de justiça.
Manuel Raúl exortou na ocasião os encarregados de educação
a não limitarem-se a resolver o problema a nível familiar,
mas apresentarem queixas à sua secção, caso aconteça actos
de género para com as suas filhas.
Kuando-Kubango: Three Children Killed in Fire
Menongue, Oct 07 - Three children aged between eight and
13 were killed in a fire on Wednesday dawn in Menongue,
Angola`s southeastern Kuando-Kubango province, Angop
learned.
The children identified as Suzana Mbacu, Gil Quintas and
Amândio Quintas (brothers), of 13, 10 and 8 years of age,
respectively, got burnt to death in a fire caused by a
lamp in the house of an uncle, the father of the two said.
João Quintas added that the children`s uncle, Jose Zebedeu,
had gone out of the house in the evening, leaving the
children on their own locked inside.
The lamp was lit and the doors of the bedroom they were in
and of the main entrance were closed, he said.
João Quintas stated that when the accident was taking
place, he and his wife were attending the funeral of their
first born son, who passed away on Tuesday, possibly
poisoned.
Fire-fighters reached the scene five hours later, and
residents themselves had to use pickaxe to open the walls
and remove the charred bodies.
Seminar
For Children Motivators Ends Today
Luanda, Sept 16 - A seminar directed
to 40 children motivators with Luanda-based Non-Governmental
Organisations and churches intended to improve and
strengthen activities with children, is closing today here.
According to Justino Quinta, coordenator of the event that
started on Tuesday, said that the participants have learned
about how to deal with children, the challenges facing them,
their rights and implementation of projects related to
family`s duties.
"The family plays an important role and nothing can change
if it doesn`t have an economic, political and social power,"
Justino Quinta said. During the morning session, the meeting
focused on techniques of penetrating in the community, to
implement actions with them (children) and for them.
At the seminar, carried out by the Coordinating Commission
of Social Partners and directed by specialists of the United
Nations Children Fund (UNICEF), the participants debated
about such themes as "Ten commitments for the protection and
development of children", taken up by the Government of
Angola, agencies and social partners, during the first
meeting held in July this year, "Planning of actions" and "Diverse
Legislation about children".
Cabinda: Over 140.000
Children Vaccinated Against Polio
Cabinda, 09/03 - Around
141.46 children from zero to five years old were vaccinated
in Cabinda province, during the second phase of the campaign
against polio, carried out from last August 27 to 29.
According to the provincial Health Inspector in Cabinda,
Paulo Zenga, with this number, Cabinda did not reach the
objective to vaccinate initially 143.320 children.
Thanks to support rendered by the Armed Forces and the
National Police during the campaign, that guaranteed the
access to some areas with difficult access.
The first phase of the campaign was held last July all over
the country.
Uije: Over 300,000 Children Vaccinated Against Polio
Uije, Sept 01 - Three hundred and fifty seven thousand, 897
children is the preliminary number of immunisations carried
out in the northern Uíje province, in the ambit of the
second phase of the national campaign of vaccination against
poliomyelitis, carried out on 27, 28 and 29 of August, ANGOP
learnt today from a source with the Extensive Vaccination
Programme (PAV).
The provincial supervisor of PAV, Lucrécia Pedro, said that
the number corresponds to 97 percent of the 377.913 children
foreseen to be vaccinated during the campaign, which counted
with the participation of 838 teams made up of 1.680
vaccinators.
According to her, results are still to be collected from
Kimbele district, from the communes of Vale de Loge, Toto,
Lucunga and Masseque (Bembe district). The campaign did not
include Massau commune, due to the lack of a bridge over one
of the rivers.
During the first phase, 355.144 children were vaccinated in
Uije province and the rest 252.194 were given vitamin "A".
Government Grants
Over USD Two Million For Campaign Against Polio
Luanda, 08/27 - The
second phase of the campaign of vaccination against
poliomyelitis, which began today in the whole country and
proceeds until Sunday, will absorb two million and 900.000
dollars.
Speaking to ANGOP, the Health Deputy Minister, José
Van-Dúnem, has said that the sum was offered by the
Government for the logistic support to technicians and
vaccinators, as well as for the purchase of materials which
garantee the campaign in the 18 provinces of Angola.
This phase aims at immunising over five million children
below five years of age.
During the campaign, similar to the first stage, vitamin "A"
will be given to children from six months to five years old.
The first phase, which occured on 23, 24 and 25 July, was
satisfactory, because it attained the expected level, five
million and 167.000 children, according to the head of the
Immunisation Sector, Fátima Valente.
Malanje: Polio Vaccination Campaign To
Cover Over 100.000 Children
Malanje, 08/26 - Health
authorities in northern Malanje are expecting to immunise
against polio in the 14 districts of the province about
147.816 children, during the second campaign, running from
Friday to Sunday.
According to the provincial supervisor of the Widen
Vaccination Programme (PAV), Afonso Kaculama, for the success
of the campaign there were made available around 192.192 doses
of vaccine and vitamin.
Mr Kaculama added that during the campaign there will be
involved 336 groups, 772 vaccinators, 92 supervisors, 11
co-ordinators, 140 mobilising people and 65 vehicles.
The mission will be supported by the Angolan Armed Forces (FAA),
UNICEF and municipal administrations.
Over 90.000
Children To Be Vaccinated Against Poliomyelitis
Ondjiva, Aug 25 - At least 91.489 children from zero to five
years of age will be vaccinated against poliomyelitis in
southern Cunene province, under the second Nationwide campaign
on 26-28 August 2004.
A source with the campaign said 133.000 doses of vitamin E
have been prepared. He would not say how many doses of vitamin
A have been made available.
The National Children Institute, district administrations and
demining agencies will support the operation for which 434
activists have been recruited.
Government Builds 23 New
Schools
Huambo,
08/23 - About 23 schools are being built in various communities
of Caála district, Central Huambo province, in the ambit of a
programme meant to increase and improve the basic services
delivery to the populations.
According to the administrator of Caala municipality, Alexandre
Gabriel, the schools will accommodate in the next school year,
children who are out of teaching system and others who are
studying in bad conditions in the communities.
Mr Gabriel, who did not disclose the amount being used in the
construction of the institutions, underlined that the local
government is betting on the training of new teachers, who will
teach in schools throughout Caala municipality.
The administrator has also announced that, in the ambit of the
same programme, is under way the construction of some health
centres and rehabilitation of Caala central Hospital.

5 years, during the first vaccination campaign against polio, to
be held from July 23-25, this year.
The provincial supervisor of the Vaccination Programme, Carlos
Teixeira, told ANGOP that the conditions are created for the
purpose, referring that a formative action directed to the
municipal supervisor, held last June, marked the start of the
preparatory period.
Mr Teixeira explained that 4.202 volunteers mobilized for the
campaign, recently engaged in the sensitizing of the people, will
also administer vitamin A, as measure of blindness protection.

Children Out Of School
Mbanza Congo, 06/25 - Over
28.000 children are out of the education system in Angola`s northern
Zaire Province in the current academic year, due to lack of
infrastructures and teachers, on Friday announced the provincial
director of Education, Domingos Nkinda Margarida.
The situation is related to the arrival of children from the
Democratic Republic of Congo (DRC), resulting from the repatriation
of Angolan refugees jointly organised by Government and UNHCR.
The education sector wants to enrol in the current academic year
more than 427 teachers who will join another 1.090 existing in the
region.
Five Million
Children To Be Vaccinated Against Polio
Luanda, 06/24 - About five
million is the predicted number of Angolan children below five years
old to be vaccinated against poliomyelitis on July 16, 17 and 18 and
August 20, 21 and 22, according to the Head of the immunisation
session, Fátima Valente.
For the effect, around 11.483 mobile teams and each one of them should
vaccinate 150 children per day involving 30.000 people, among
vaccinators and mobilising agents. Vitamin "A" will be administered to
children from six months to five years old, during two phases.
This year, according to Fátima Valente, the same as last year, the 64
districts of the country will be included, in an activity which needed,
with aid from partners, about USD 2,5 million, from which USD 7000
will be for the acquisition of vaccines and vitamin "A".
Although Angola did not register any case of polio since 2001, she
stated, there is a need of continuing to vaccinate, in order to
increase the children`s immunity level, considering that some did not
go to established posts or did not complete the vaccination calendar.
"ChildFuture" Project Launched
On Sunday
Luanda, 06/07 - The Club of Friends of Kuito House, in the Central Bie
Province, on Sunday here presented to the public the project entitled
"Child Future", which includes 10,000 compact discs, 12,000
audio-cassettes and 1,500 DVD`s.
According to Child Future organisers, the funds from the work will
serve for the purchase of materials and several goods to lessen some
needs facing the children living in the mentioned club, located in
Kuito city.
Twenty five songs played in semba, soul music, kizomba and rap styles
are part of the music work which counts on artists such as Calabeto,
Margareth do Rosario, Patricia Faria, Isidora Campos and Pedrito, as
well as the bands Movimento, SSP, MB Ginius and O2.
The compact discs are being purchased at 200 Kwanzas, the cassettes at
50 and the Dvd`s at 800 Kwanzas, in a package comprising the three
music products. One dollar is rated at Akz 81.00.
Besides musics, the Dvd comprises interviews and comments on the club
goals and pictures of a show held on 07 February 2004, at Atlantico
cinema, here in Luanda.
Mulemba Association
Exhibits Children`s Paintings
Luanda, 06/01 - An exhibition of
infant`s paintings, entitled "children painters", of Mulemba
Association, will be displayed as from 18:00 hrs of today at Elinga
Theatre centre, in Luanda.
The 110 paintings were made by children who have been training with
national and foreign specialists of this institution and will be
displayed until the 05th of June.
The paintings will be sold in Kwanzas (Angolan currency) the
equivalent to USD 30 and 50 and the sums will be for the children to
use under supervision of the institution.
This exhibition aims at supporting the social reinsertion of street
kids living at that home.
Founded in the year 1999, Mulemba Association, in partnership with its
French counterpart "Constelletions", with this exhibition it aims at
uniting, through arts, different children`s groups of the world and
inform them about their potential.
This is the third exhibition of the kind in the country carried out by
the association, where the 16 years old youth Paulo Filipe Wamba, is
starting to be prominent.
HIV-Infected
Kids Commemorate World Children Day
Luanda, 06/01 - A group of 65 children living with the HIV/AIDS virus
are commemorating today the World Children Day (June 1) in the "Esperanca"
ward of the Luanda Americo Boavida Hospital, as part of the project "Struggle
For Live" (LPV).
The project coordinator, Celso Maria, said that the celebrations of
the World Children Day will include entertaining, cultural and
sporting activities, followed by a fraternisation lunch.
Celso Maria said that sponsors are necessary as the children`s parents
have financial problems and can not afford anti-retroviral drugs that
are very expensive.
These problems, he added, severely affect psychologically the
HIV-positive, aggravated by the fact that their parents do not take
enough care of them.
"These children will have the opportunity to celebrate this day just
like the other children and will not feel abandoned as most of them
suffer discrimination, either because they are HIV-positive or their
parents are living with the HIV virus," he also said.
During the celebrations, the sponsors will donate toys to the children
infected and affected by the HIV virus and juvenile groups to fight
HIV will be set up to carry out awareness campaigns in schools,
churches and residential areas on the prevention against the sexually
transmitted diseases, mainly HIV/AIDS.
Over 100.000 Children Might Become
Orphans by 2005
Luanda, 06/01- Over 100.000 children might become orphans by the year
2005, due to the growing proliferation of HIV/Aids, said this
Tuesday,here, the Minister of Welfare and Social Reintegration,João
Baptista Kussumua, at a Press conference.
This statistics tends to rise to 331.000 children by 2010, if his
pandemic disease is not controlled in the national territory.
According to him, the three decades of the war that swept the country,
particularly the last thirteen years, have left a "serious
humanitarian legacy", which continues to cause the death of more than
180.000 children aged between 0 and 5 years old, due to difficulties
in having access to health services, water, poor personal and family
hygiene, as well as bad shelter conditions and food.
João Baptista Kussumua stressed that, in this context, the Angolan
Head of State, Jose Eduardo dos Santos, is determined to give great
priority to issues relating to children, since they are the future of
Angola.
The Press conference served to announce the holding of a "National
Forum on Care and Development of Primary Childhood in Angola", which
will take place in Luanda, from 14 to 16 June, under the umbrella of
the Welfare and Social Reintegration Ministry, with the support of the
UNICEF.
Besides other topics, the event will call the attention of political
organs, analysts, and the whole society, on the needs observed in
children in primary childhood, their rights and fundamental importance

Government Concerned About Child Abuse
Luanda, 06/01 - Angolan
Government has manifested its concern about the growing cases of child
abuse, committed by people who act against the country`s laws
currently in force, regarding children`s rights and protection.
This was manifested today, here, during a Press conference, by the
Angolan Minister of Welfare and Social Reintegration, João Baptista
Kussumua, when answering questions from some journalists about the "breaking
of the law" by some people, regarding sexual abuse of minors and also
using them for labour.
The referred Press conference was aimed at informing the public about
the holding of a National Forum on Care And Development of Primary
Childhood in Angola, which will take place in Luanda, from 13 to 16
June of the current year.
Besides other topics, the event will call the attention of political
organs, analysts, and the whole society, on the needs observed in
children in primary childhood, their rights and fundamental importance
in the reconstruction of Angola.
"I think that we are not happy, that is why we are precisely talking
to journalists, so that through them, we mobilize the society for us
to think clearly about how we can protect, educate and give health to
our children", the minister stressed.
The biggest responsibility, said João Baptista Kussumua, should not
only be given to the Government, because emotional aspects and
affection can not be fabricated by it (the government), but by the
family (...), who also have a big responsibility on the sense of
happiness of a child.
The Welfare Minister informed that the Government will take
responsibility of some tasks and functions, in favour of children, in
the spirit of what is outlined in the country`s Constitution and in
international conventions.
He said the Government has been taking important steps such as the
recent creation and inauguration of a court for minors.
Meanwhile, in answering a question on when paedophilia will be
typified as crime in the country`s legislation, the Angolan Justice
Minister, Paulo Tjipilica, explained that even though the Penal Code
of Angola does not have paedophilia typified as a crime, all similar
violations and practices of that kind do have a penalty.
Impacto do HIV no país vai ao Congresso

Kwanza-Norte: Crianças tapam buracos no troço Dondo/Alto-Fina
Dondo, 04/05 - Um grupo de crianças com idades
entre os 12 e os 15 anos efectua desde 30 de Abril último, trabalhos
manuais de tapa buracos no troço rodoviário de cinco quilómetros de
Alto-Fina/Dondo (município de Kambambe), em troca de alguma compensação
financeira dos automobilistas que por aí passam.
Segundo os pequenos, num total de 20, a iniciativa voluntária visa
reduzir o número de buracos existentes na via asfaltada, bem como a
angariação de valores financeiros para o seu auto-sustento, sendo filhos
de famílias de baixa renda.
Pelo trabalho, as crianças, maioritariamente alunos do primeiro nível,
recebem dos automobilistas somas que variam entre os 20 e os 100 kwanzas,
arrecadando diáriamente mais de quatro mil Kwanzas.
Os menores explicaram que tal dinheiro destina-se à compra de material
escolar, alimentação e de vestuário.
Para a execução da obra utilizam como matéria prima terra que escavam da
berma da estrada, estimando-se que concluam a empreitada em duas
semanas.
Entretanto, vários automobilistas interpelados pela Angop saudaram a
iniciativa mas consideraram que o tempo dos meninos devia ser dedicado
às obrigações escolares ao invés de gasta-lo no trabalho.
Assim, solicitaram mais solidariedade da sociedade para com as
necessidades das crianças e evocaram a primazia do Governo e outros
sectores da vida sócio-económica do país a multiplicarem acções na
resolução dos problemas básicos da sociedade.
O troço rodoviário Dondo/Alto-Fina faz parte da estrada que liga Luanda
ao norte, sul e leste de Angola, sendo também a única via de acesso à
fábrica de cerveja EKA localizada na Alto-Fina.
Database For Street Kids Set Up In
Lobito
Lobito, Benguela, 04/28 - A database on the streets kids was set up on
Tuesday at Lobito city, in the Central Benguela Province, by the local
Government and non-governmental organisations working towards children
situation.
The database will enable to identify problems facing the children,
mainly in the domains of education, health and nourishing.
The Provincial Director of the National Institute of Children (INAC),
Ricardo Lourinho, said he hopes this tool provides mechanisms which
facilitates the resolutions of problems facing the children.
EU Grants USD 200 Million To Aid The
Country
Luanda, 04/28 -
The European Union (EU) made available, in the first quarter of this
year, about USD 200 million to aid the economic and social projects in
Angola.
The ambassador of the Netherland to Angola, Robert Brinks, has told the
Angolan News Agency (ANGOP), today that most part of this money will be
invested in the agricultural sector, such as the supply of seeds and
farming tools.
According to the diplomat, the investment in the agriculture sector aims
to guarantee the food subsistence of the population, who came recently
from the armed conflict and free them from donation dependence.
The building of schools, hospitals and health posts in suburban and
rural areas are also part of the EU countries` investment to Angola.
Mr Robert Brinks said that the other part of the money, whose amount was
not revealed, will be used to aid the projects of Luanda`s Government,
in order to solve the main problems that worry the capital city.
The coordinator of the managing Commission of Luanda, Higino Carneiro,
recently asked the ambassadors of the EU for aid to the sectors of
health, education, supply of drinking water, electricity and treatment
of solid residues.
Currently, the Netherland chairs the European Union.
Kwanza-Sul:
FAS Invests USD 1.5 Million In Social Projects
Sumbe, 04/20 - About 30 social projects, to be carried out from the
second fortnight of May in Kwanza-Sul province, will consume a one and a
half million dollars of the Social Aid Fund (FAS).
Part of the first phase of FAS III project, the execution of these are
in building of schools, health centres, markets and basic drainage, in
the districts of Sumbe, Kibala, Cela, Seles, Amboim, Ebo and
Porto-Amboim, and counts with the financing of the World Bank, European
Union and of the Angolan Government.
According to the Press Adviser of the fund`s provincial board of
Kwanza-Sul province, Leonel Silva, carrying out of the refered projects
will be anteceded by the preparation and launching of public
competitions for building firms.
Around 121 social projects were carried out during FAS II in
Kwanza-Sulprovince, estimated at four million 485.265.069 dollars, being
3.780.901.15 offered by the World Bank, 377.168.55 by Norway, 6.300 by
the British petroleum and 320.895.99 by the Angolan Government.
The community contributed by means of free work and non specialised man
power.
These projects cover the sectors of water and basic drainage, education,
health, the economic- productive sector and environment, benefiting more
than 190.000 people in the districts of Sumbe and Porto-Amboim.
FAS III project was launched this monday in the province of Zaire, an
act witnessed by the Planning Minister, Ana Dias Lourenço, and was
attended by FAS`s Director General, Victor Hugo, as well as
respresentatives of the World Bank, European Union and members of the
diplomatic body of Norway and United Kingdom.
Country Has Conditions To Reinforce
Children Protection Mechanisms
Luanda, 04/12 - For the first time
after many years, Angola has the conditions to start actions bound for
the strengthening of the mechanisms for children`s protection.
The representative of the United Nations Children Fund (UNICEF) to
Angola, Mário Ferrari, said recently in a national meeting on assessment
of strategy for children protection, held in Luanda under the aegis of
the Social Welfare and Reintegration Ministry (Minars).
Among the pointed actions, it is stand out the need of a broad social
debate on the steps to be taken for the carrying out of the children
rights and the rooting of a culture of promotion and protection of
minor`s rights in the society.
The advocacy for the creation of efficient steps that tackle the
exploitation and violence against children, including the economic
exploration and sexual abuse, was also considered as one of the tending
actions for the reinforcement of the mechanisms for minors` protection.
Other fact also indicated is the implementation of prevention steps of
child labor, trafficking and illegal transfer of children, in the
sequence of the initiative to be carried out in Santa-Clara, Angola`s
southern Cunene province.
For Mario Ferrari, this process, yet in an initial phase, might be
consolidated in a near future, with the development of policies and
appropriate strategies. The challenge that is put forward from now on to
every one, he emphasized, assumes a huge dimension and more complex,
thus he pleaded the continuity for the resolution of the problems
related with the impact of the conflict.
Moxico: UNICEF Distributes Medicine To
Provincial Hospital
Luena, 04/08 - About 1,146 kg of medicines and various equipments were
handed over today to the provincial Hospital of eastern Moxico province
by the UNICEF, in a ceremony attended by the local vice-governor for
social sphere, Mario Salomao.
The donation includes antibiotic, solution of sodium, syringes, needles,
equipment for obstetrics, amongst other items.
In the hand in ceremony, The United Nations Children Fund`s
representative in Moxico province, Marcelino Canhanga, said that the
UN`s agency will also support the local Hospitals with sanitarian means.
Deputy governor Mario Salomao thanked UNICEF`s gesture and solicited for
more supports in order to respond to the needs of the population in the
province.
Kwanza-Sul: Over 18,000 Children Out Of School
Sumbe, 04/06 - At
least 18,500 children in Ebo district, Angola`s Coastal Kwanza-Sul
province, are out of education system, due to the lack of schools and
teachers, said an official source.
According to the municipal administrator, Joao Baptista Diogo, the
existing schools, whose number he could not disclose, have no capacity
to accommodate the number of children who want to study.
The official regarded as worrying the lack of schools and teachers, as
many little ones are now three years without attending class.
Mr Diogo added that the district needs about 415 teachers to teach in
schools in locations and villages that might be built by the community.
In the framework of the Public Investment Programme, he affirmed that
there is being built in the municipality a secondary school.
Kwanza-Sul: Mais de 18 mil crianças fora
do sistema de ensino no Ebo
Sumbe, 06/04 - Dezoito mil e 500
crianças em idade escolar no município do Ebo, província do Kwanza-Sul,
encontram-se de fora do sistema de ensino, devido a escassez de escolas e
professores.
De acordo com o administrador municipal, João Baptista Diogo, as escolas
existentes, cujo o número não revelou, não possuem capacidade para acolher
o número de alunos que pretendem estudar.
O administrar considerou de "preocupante" a falta de escolas e
professores, visto que muitas crianças já se encontram a mais de três anos
sem estudar.
Acrescentou que o município necessita de 415 professores para lecionarem
nas escolas das aldeias e povoações que possam ser construídas pela
comunidade.
No quadro do Programa de Investimento Público, afirmou, está a ser
construída no município do Ebo, uma escola para albergar alunos do
terceiro nível de ensino.
Para o presente ano lectivo, iniciado em Fevereiro último, foram
matriculado naquela localidade, cerca de 10 mil alunos.
O município do Ebo dista á 150 quilómetros a nordeste da cidade do Sumbe
(capital da província) possui uma extensão territorial de mil 664
quilómetros quadrados e uma população estimada em cerca de 100 mil
habitantes.

Kubango: Menor de 10 anos atingido a tiro na cabeça
Menongue,16/03 - Um menor de 10 dez anos de idade, Zacarias Augusto,
morreu segunda-feira, no bairro Bom-Dia (Menongue), devido a um tiro que o
atingiu na cabeça, disparado pelo primo de oito anos, quando brincavam
dentro de uma residência em escombros.
A arma, enferrujada, disparou quando o primo de Augusto a empunhou e
apertou no gatilho. As crianças descobriram a arma de fogo & 8220;AKM&
8221; dentro da residência quando brincavam, imitando luta de artes
marciais.
Uma fonte da polícia de investigação criminal contactada pela Angop
referiu que a residência residência a cidadã Esperança Custódia.
Esperança Custódia alegou, em declarações a polícia, que sabia da
existência da arma, mas não da sua localização ". Acrescentou ainda que a
arma pertencia ao seu marido, agente da polícia Fronteiriça, que se
encontra em missão de serviço no município de Calai.
Crianças morrem em explosão de morteiro

Com efeito, duas crianças morreram e três outras ficaram gravemente
feridas, no último fim-de-semana, nos arredores da cidade do Kuito (Bié),
na sequência da explosão de um projéctil de morteiro de 81 milímetros,
soube-se hoje de familiares das vítimas.
Os sinistrados são todos irmãos, com idades compreendidas entre os dois e
os 10 anos, e manuseavam um projéctil que o tio destes havia guardado
sobre um feixe de cana-de-açúcar nas proximidades do rio Nacas.
Segundo a mãe das vítimas, o seu parente pretendia comercializar o engenho
de onde deveria ser extraído uránio.
De acordo com o chefe do banco de urgência do Hospital Central do Bié,
onde os feridos se encontram internados, Leonardo Chissululu, os mesmos
encontram-se já fora de perigo.
A Polícia Nacional deteve já o proprietário do engenho, identificado como
Afonso Ngueve.

Ministra da Saúde participa na reunião do Fundo Global

A
ministra da Saúde, Albertina Hamukuaia, participará em Genebra, Suíça, de
15 a 20 deste mês, na reunião do Fundo Global, como representante dos
países da África Austral e Oriental, membros dessa organização.
O Fundo Global vai financiar projectos em alguns países da África Austral
e Oriental. Angola vai beneficiar de 25 milhões de dólares para o combate
a malária. Angola é membro suplente do comité constituinte do Fundo.
O país oficializou, em Maio de 2002, a sua intenção de concorrer ao Fundo
Global contra o VIH/SIDA, Malária e Tuberculose, ao criar um mecanismo de
coordenação nacional que integrou as ONGs, organismos de cooperação
bilateral e multilateral, ministérios governamentais e outros parceiros (CCM),
para dirigir o processo interno de consultas regulares.
A OMS e a cooperação italiana colocaram à disposição dos parceiros o
modelo para a proposta que permitirá ao país aceder a vários milhões de
dólares do Fundo Global para a Saúde, em parcelas anuais.
Foi assim que o país apresentou, em Maio de 2003, a proposta para admissão
ao Fundo Global para o combate ao VIH/SIDA, Malária e Tuberculose e foi
aceite.
Com a adesão ao Fundo, ao longo dos três primeiros anos da sua admissão,
Angola vai receber 27,2 milhões de dólares para o combate ao HIV/SIDA, 4,2
milhões para a Tuberculose, 35,2 milhões para a Malária e mais 7,06
milhões para as actividades de monitorização e avaliação.
Assim, o país vai reduzir o fardo considerável destas três epidemias,
responsáveis por 70 por cento dos casos de morte.
Sessenta mil crianças menores de cinco anos e mil e 500 mulheres grávidas
morrem anualmente em Angola devido a malária, segundo projecções da OMS.

UNICEF diz que a violência sexual sobre crianças em
Angola é um fenómeno bem maior do que se julga
A UNICEF/Angola considerou terça-feira que o caso de abuso sexual de
quatro crianças, denunciado domingo em Luanda, é apenas a "imagem mais
visível" do fenómeno de violência que as crianças angolanas enfrentam,
especialmente as do sexo feminino.
"Têm sido levadas a público denuncias frequentes de violação sexual e até
da consequente morte de menores, bem como a exploração comercial sexual de
adolescentes ou o aproveitamento da situação de dificuldade económica de
algumas jovens naquilo que se convencionou chamar de fenómeno +catorzinha+",
refere uma nota de imprensa.
Esta posição da UNICEF, divulgada em Luanda, surge na sequência da
divulgação de um alegado caso de pedofilia envolvendo um cidadão português
de 51 anos, que é suspeito de crimes de abuso sexual sobre quatro crianças
menores de 10 anos.
Para a UNICEF, a situação de exploração e violação sexual das crianças
angolanas, além das consequências pessoais e pessoais, "também pode
provocar o estigma da sociedade e a discriminação".
"A sociedade angolana, no seu todo, deve adoptar uma atitude moral firme
de não aceitação destes comportamentos de abuso das crianças. Esta é a
primeira premissa para combatermos o problema", defendeu Mário Ferrari,
representante da UNICEF em Angola.
Para Mário Ferrari, "a segunda premissa é a criação de instrumentos legais
nacionais que protejam a criança".
Esses instrumentos deverão ter como base a Convenção sobre os Direitos da
Criança e o seu Protocolo Facultativo relativo à venda de crianças,
prostituição e pornografia infantis.
Angola já adoptou estes instrumentos, mas ainda não os aplicou no quadro
legal nacional, nomeadamente através de medidas severas para os violadores
e protecção especial às vítimas.
"A situação actual requer o estabelecimento de mecanismos legais e
confiáveis para o tratamento de denúncias e a protecção das vítimas e das
pessoas que fazem as denúncias, pois estas normalmente remetem- se ao
silêncio, com medo de represálias dos violadores", defende.
Nesse sentido, considera que a sociedade e a imprensa devem alimentar "uma

Kwanza-sul : Instituto da Criança
realiza primeira reunião do conselho técnico
Sumbe, 25/02 - Instituto Nacional da Criança (
INAC) realiza quinta-feira no Sumbe, província do Kwanza-sul, a
primeira reunião do Conselho técnico com objectivo de discutir o
programa multisectorial de combate a violência, exploração, e os
direitos à promoção dos direitos da criança na província.
Os participantes a reunião vão igualmente analisar o memorando sobre
as estratégias da instituição, programar as actividades para este ano,
bem como tomar conhecimentos do plano nacional de acção contra a
exploração sexual comercial em Angola.
A reflexão sobre o sistema nacional de protecção da criança na
província, actual situação dos petizes nos Municípios, seu diagnóstico
e perspectivas, proposta de constituição da rede criança na província,
organização e funcionamento para breve do futuro julgado de menores,
fazem igualmente parte dos assuntos a serem discutidos pelo Conselho
técnico do INAC.
International Child Court Seeks Cooperation
Luanda, Feb 13 - Canadian judge, Andree Ruffo, with the International
Child Court, today in Luanda expressed the wish to cooperate with
Angolan Government in the solution of the problems afflicting children.
Mrs Andree Ruffo said this at the end of an audience granted by Angolan
prime minister, Fernando da Piedade Dias dos Santos.
Although she would not add details of the talk with the prime minister,
Andree Ruffo told press she had had an open, generous and sincere
conversation, hoping to cooperate with the Angolan authorities for
several years.
Commenting on the Angolan children situation, she said she belives it
can be improved through providing a better living to their parents.
Child right activist for at least 30 years, Andree Ruffo is in the
country since last week at the invitation of the Eduardo dos Santos
Foundation (FESA).
On the other hand, FESA vice chairman, António Maurício, said that the
Canadian judge`s coming to Angola will enable her to better understand
the problems with a view to their solution within the framework of his
organisation`s policy of cooperation among peoples. Andree Ruffo was
appointed in 1986 as judge of the Juvenile Court that is now the Quebec
Youth Jurisdiction.
In 1994, along with the French politician Bernard Koucher, she founded
and chaired the International Bureau on Child Right, of which the main
mechanism of intervention is the International Child Court.
40 mil fora do ensino médio

De um total de 50 mil candidatos a vagas de acesso ao ensino médio e
pré-universitário (Puniv) na província de Luanda, apenas cerca de 10 mil
foram matriculados para o ano lectivo que ontem arrancou. Esses dados
foram revelados pelo coordenador da Comissão de Gestão Administrativa da
província, Higino Carneiro, durante a cerimónia provincial de abertura
do ano lectivo 2004.
De acordo com Higino Carneiro, essa situação vai merecer uma especial
atenção por parte da Comissão de Gestão, visando sobretudo reduzir o
défice em números de institutos, mediante acções extraordinárias que
permitam a presença de mais alunos neste nível de ensino.
Aquele responsável disse ainda que neste ano lectivo pode-se implementar
a reforma educativa cuja presença se resume na construção de 32 escolas.
“Este processo não visa colocar crianças a margem do sistema do ensino
como algumas pessoas vêm dizendo, mas sim vem juntar-se a muitas vozes
que pretendem ver o nosso sistema de ensino modernizado ajustado à
realidade nacional com credibilidade e com qualidade”, defendeu.
O coordenador apelou aos alunos, pais e aos encar-regados de educação e
professores que o investimento progressivo que o Governo de Angola vem
fazendo visando assegurar a educação para todos, deve ser seguido com
bastante atenção de modo que aquilo que se traduz no bem comum seja
mantido e respeitado.
Higino Carneiro que também é ministro das Obras Públicas, referiu ainda
que o único recurso inesgotável que qualquer país tem é na verdade o
homem, assim sendo a condição imprescindível para criarmos caminhos do
progresso.
“Por isso, teremos que investir seriamente no sector, quer na melhoria
de condições de trabalho quer na formação dos professores”, defendeu.
Por outro lado, o secretário administrativo do sindicato de professores
de Luanda, David Miqueno, disse que o Sinprof tem procurado assumir o
seu papel interventivo na perspectiva de promover uma educação sadia e
um ensino de qualidade. Por esta razão o sindicato vai continuar a
exigir a manutenção do prémio de exame na ordem dos 100 por cento.
“A criação de condições aceitáveis para os trabalhadores administrativos
e a construção de mais salas de aulas fazem parte também das
exigências”.
No entanto, o ano lectivo que termina em Novembro, está dividido em três
trimestres.
Namibe: About 30.000 Children Miss 2004 School
Year
Namibe, 06/02 - At least 30.000 children in
south-western Namibe province will miss 2004 school year, officially
opened on Thursday, due to lack of schools, ANGOP has learnt from the
local director of Education and Culture, Mr Joaquim Perreira Lopes.
The official, who was speaking at the opening ceremony of 2004 academic
year, referred that for the enrolment of these children are needed about
80 class-rooms.
Without revealing the number of pupils registered in the present year,
Joaquim Lopes affirmed that in order to minimize this situation the
education sector in the region will enrol some students into evening
classes.
On his turn, the governor of Namibe province, Boavida Neto, announced
the creation of an annual prize, for the best teacher working within the
communes.
The creation of the award, adds the governor, has as objective to
encourage the teaching-class for a better performance of the teachers.
Ambassador To UN In Favour
Of International Community`s Involvement In Demining
New York, 11/14 - The Angolan ambassador to the
United Nations, Ismael Martins, has expressed his opinion that the
demining plans, mainly, in developing countries or those that have
recently come out of an armed conflict, should be supported by the
International Community, so that their respective programmes on
landmines can be successfully implemented.
Ismael Martins manifested this position on Thursday, in New York, during
the Security Council`s "public" meeting which touched on the subject
relating to the importance of demining activities in peace-keeping
operations.
"Demining depends on the national authorities, but when there is lack of
resources, both technical and financial, the demining plans, mainly, in
developing countries or those that have come out of an armed conflict,
should be supported by the International Community with the objective of
making the implementation of the programmes feasible", said the Angolan
diplomat who is presiding over the UN Security Council for this month.
The diplomat is of the opinion that landmines are an obstacle to
reconstruction, economic recovery, social restoration and development,
stressing that the United Nations play a vital role in the activities
against these explosives, through humanitarian assistance and
development strategies.
"An efficient action against landmines calls for a balanced and thorough
assistance which include demining and the destruction of explosives,
assistance to victims, the foment of the capacity and making people
aware of landmines risks", he said.
Ismael Martins reminded that Angola is one of the countries which is
most affected by landmines, informing that in December 2002 and in the
first three months of 2003 about 2.8 million square metres of land have
been demined with another 7.8 million square metres of land under
observation and the destruction of more than 5000 mines and 13.000
explosives.
"In 2002 about 600.000 people have been informed on the risks involving
landmines, and still in the same year, several countries of the European
community contributed to the demining programme in Angola with
approximately 21 million Dollars", he said.
The Angolan ambassador to the UN also informed that for the year 2003
the Angolan Government allocated 15 million Dollars for the programme
against landmines, and he added that, this move reflects the effort that
has been made by the Angolan authorities in favour of demining
operations in the country, although, he admits that the community of
donors continues to be an important partner in supporting activities
against landmines.
Three Million Children Registered
in Three Years
Luanda, Nov 14 - About three million children have
been registered over the last three years in the country under the free
birth registration programme for minors under 17 years of age launched
by Angolan Government and supported by the UN Children Education Fund (UNICEF).
Speaking to Angop, UNICEF children protection officer, Casimira Benge,
said that over the last three years, Angolan Government secured birth
registration to three million children, thereby paving the way for
theirs exercise of citizenship.
According to the source, all the process will lead to a larger number of
minors returning to school and feel at school as if they were at a new
homestead where they will learn new things and see the streets as
something inadequate to live in.
She added that under the project School for Everybody, about 1,1 million
children will have access to school as about 29.153 new teachers have
already been recruited and are currently being trained.
To her, the Government has at the moment started a series of programmes
that will be visible to everyone soon. The programmes include the
process of social integration of adolescents, professional training and
strengthening of community networks for protection of children.
In Luanda, besides the nine registration offices scattered through the
districts, the Chatholic and Methodist United Churches have opened 22
and 14 registration posts respectively.
Commissioned in August 2001 by the speaker the National Assembly (parliament),
Roberto de Almeida, the campaign aims at strengthening the mechanisms of
birth registration, with a view to improving the quality and quantity of
services to the population, especially to children.
In terms of the decree 3/98 of 16 January, besides the parents, other
people can declare the birth of a child, provided that they produce
their identity cards.
The reduction in the number of unregistered children throughout the
country and securing to all minors such right are some of the objectives
of the campaign.
In 1998, the Government undertook a six-month birth registration
campaign.

Angola possui, entre os oito Estados da Comunidade
dos Países da Língua Portuguesa (CPLP), os piores indicadores de saúde
materna, indica um relatório divulgado segunda-feira pelas nações
unidas.
Elaborado conjuntamente pela Organização Mundial de
Saúde (OMS), Fundo das Nações Unidas para a População (FNUAP) e Fundo
das Nações Unidas para a Infância (UNICEF), o documento salienta que
esta taxa de mortalidade poderá ser evitada se os países africanos se
dotarem de assistência técnica adequada.
Uma em cada 16 mulheres africanas corre o risco de
morrer durante a gravidez ou no parto, média que é 175 vezes superior à
dos países desenvolvidos, indica o relatório.
A saúde materna nos oitos Estado da Comunidade dos
Países de Língua Portuguesa (CPLP) é de extremos, com Portugal e Cabo
Verde entre os países com melhores índices e Angola, Guiné-Bissau e
Moçambique com os piores. São Tomé e Príncipe não é referenciado no
relatório, por não ter disponibilizado dados.
Das 529.000 mortes de mulheres durante a gravidez ou
na altura do parto registadas no mundo ao longo de 2000, 95% ocorreram
nos continentes africano e asiático, contra 4% na América Latina e

Children receive food aid at Santo António school in Benguela
LOBITO, - In a bid to increase attendance at primary
schools the World Food Programme (WFP) has started a school feeding
programme in Angola.
The programme aims to reach up to 220,000 pupils in more than 1,000
schools in 13 of the 18 provinces by 2004.
For the 50 percent of Angolan children who have access to formal
education, a plate of food is a significant incentive to stay in school.
The major migrations that have followed the end of the war have
increased the pressure on an already strained educational system. In
2000 public expenditure on education was less than 2 percent of GDP –
much lower than other countries in sub-Saharan Africa.
A UN report identified the rebuilding and improvement of the primary
education system as a key factor in the development of Angola. Relative
to other African and developing countries it also lags behind in primary
school enrolment, and the ratio of drop-outs is higher in Angola as well.
"Unless huge investments are made in education, there is a risk of both
present and future generations reaching adulthood without the basic
skills of literacy and numeracy, wider civic and life-skills knowledge,
or potential work-place skills," the report stated.
The school feeding programme, launched in cooperation with the Ministry
of Education and several NGOs, aims to take the first steps towards the
full enrolment of school-going age children by 2015. School
participation will be facilitated primarily in rural areas, although
some urban schools will also be included in the programme.
At Santo António catholic school in Benguela, 400 km south of the
capital, Luanda, the pupils, who are between five and 14 years old, are
already benefiting from the feeding scheme.
"I see improvements in the children's performance after one week if they
are given food. They are more willing to attend. They were much more
tired before – they could not concentrate and some fell asleep. Children
sometimes went home because they were hungry," said Sister Teresa
Cambundo, one of the 11 teachers at the school.
She told IRIN there had not been a single case of malnutrition since the
school started serving food. Before the feeding scheme started, many
pupils had been on the brink of malnutrition - now each gets a plate of
thick porridge made of maize and bean flour.
"We had problems [before,] getting the children to school. The parents
wanted them to help finding food, or work in the field. Now the parents
encourage them to go to school," Sister Cambundo said.
Despite the improvement, WFP is cautious not to add schools to the
programme until the organisation is satisfied they will be able to
manage the new responsibility.
"We do not do this for the sake of implementing. If we do, the food
might end up in wrong hands," said Peter Rodrigez, WFP head of base in
Lobito, a major port city 350 km south of Luanda.
The threat to successful implementation is, according to him, connected
to poor infrastructure and lack of firewood and water.
To make sure the programme runs smoothly, WFP will closely monitor
schools, which will be required to have at least one parents'
association participating.
Rodrigez said attendance books would also be checked and reconciled
against the amount of food handed out every week. Schools would be given
small amounts of food in frequent shipments, rather than a few big
shipments, to prevent squandering and theft.
It will be some time before the programme is fully implemented.
According to the plan, pupils will get two meals every day – breakfast
and lunch. "[However,] in the beginning some schools might just be able
to serve breakfast," Rodrigez said.
One of the schools to be included in the programme is situated in a poor,
crowded suburb of Lobito, where small brick houses cling to the porous
and dusty slopes, lacking sanitary facilities, water and electricity.
Most of the people living there are returnees, and many malnourished
infants and young children have had to go for therapeutic feeding. Few
of the children have ever gone to school.
The school has just been built, but is yet to open because the kitchen
has not yet been completed.
WFP expects between 600 and 700 of these pupils to benefit from the
school feeding scheme.
Bie: UNICEF Grants
USD 18,000 For Families Pinpoint Project
Kuito, 10/17 - The United Nations Children`s Fund (UNICEF) has granted
about USD 18,000 to the government of Angola`s Central Bie province, to
aid a project meant to pinpoint missing people, during the armed
conflict which ravaged the country, Angop learnt on Thursday.
The project is being implemented and carried out by the provincial
management for Social Welfare Ministry, in collaboration with the
International Committee of the Red Cross (ICRC).
According to the representative of the Agency, here, Marie Tunes, the
amount will also be used in projects to aid children in needy and
distribution of milk and poridge, through the Learning and the Community
Education Programmes (PIC-PEC).
UNICEF intention is to help the reunification of families separated by
the armed conflict and to improve the socio-economic conditions of the
needy children, specially those living on the streets.
Recently, UNICEF donated various materials to support the implementation
of family pinpoint programme.
The donation includes a vehicle, motorbicycles, computers, among other
items.

comissão de auditoria de mortalidade materna
Luanda, 09/10 - Angola carece de um comité de auditoria de morte
materna- infantil devido a taxa de mortalidade, considerada uma das mais
altas de África.
Esta é uma das conclusões do XII seminário de Auditoria de Mortes
Maternas e Perinatais Evitáveis que reuniu durante quatro dias técnicos
de obstetrícia das maternidades e salas de parto de Luanda.
O órgão, segundo os técnicos, que deve funcionar em todas as unidades de
obstetrícia, é necessário para determinar com precisão os motivos de
morte de cada paciente.
Para eles, controlando cada passo que se dá para salvar uma parturiente,
será possível detectar os erros e evitar que outras percam a vida.
Os participantes ao seminário recomendaram que os partos sejam
correctamente monitorados nas unidades de saúde, o reforço das pesquisas
operacionais para identificar os problemas, visando a melhoria de
serviços.
A melhoria das condições de atendimento nas unidade periféricas em meios
humanos, transporte e comunicação, a realização de inquéritos e estudos
sobre a ética profissional em saúde, e a criação de mecanismos para
acabar com as cobranças anárquicas, constou igualmente das
recomendações.
Segundo a Direcção Provincial de Saúde, a taxa de mortalidade
materna-infantil em Luanda é de 669 por 100 mil nados vivos.
O seminário que hoje terminou se realizou com objectivo de fazer
auditoria sobre as mortes maternas e perinatais evitáveis.
Constaram da agenda do encontro temas como "A Conduta Activa do Trabalho
de Parto", "A Morbimortalidade por Aborto Inseguro na Maternidade
Lucrécia Paim", "Casuística dos Casos de Transferência".
Foram ainda discutidos temas como "O espaçamento das gestações",
"Mortalidade por malária", "Hemorragia como causa mais frequente de
morte materna" e "Avaliação da qualidade dos serviços nas maternidades
periféricas".
Angola: US 2.8 Million Dollars
Needed For Demining
Luanda, 05/10 - The National Institute of Demining (INAD) needs 2.8
million dollars to restart the activities of its seven brigades,
including providing them with the necessary technical means and
logistical assistance, said its Managing Director, Leonardo Sapalo.
He said to be difficult to estimate the amount needed to demine the
whole country, for it is necessary to assess the impact of landmines on
the populations, although there is an UN agency working on that matter
in partnership with the National Commission of Assistance to Landmine
Victims.
He said the Government will then have a real idea of the situation of
each community and will program other resources for intervention. "this
way we could estimate the real cost of demining in the country", he
added.
With regard to funds for demining programs, the source stressed that the
international community opinion is now changing and there are positive
signs in terms of contacts between his sector, the local organisations
and donors. "Although there are not yet promises of fundings, donors`
views with regard to INAD is changing and we think that, in the next
months, there will be favourable conditions for the implementation of
activities", he said.
He revealed a negotiated project with the Government of Japan, which
might help INAD acquire the appropriate technical means and deploy them
in all provinces, to avoid incidents with landmines and finish with
unsafe zones in the country.
He also said an operational plan has already been submitted to the
Government for approval, which is joint effort by INAD and the Military
Engineering Division of the Angolan Armed Forces (FAA).
The one-year programme aims technical capacity building of INAD and FAA
demining brigades.
According to him, with the return of refugees to their areas of origin,
demining operations will mostly target the sheltering and resettlement
zones.
Besides localized demining actions (detection and destruction of
explosive devices) in Uige, Malange, Lunda-Sul, Moxico, Kuando-Kubango,
BiÚ and Huambo provinces, INAD activities also include investigation of
accidents with landmines in some localities and awareness programs on
the dangers of this deadly weapon.
INAD was recently created by the Government, through a decree, and
replaced the former National Institute of Remotion and Obstacles And
Explosive Devices (INAROEE).
